How Weed Won the West
In the follow-up to his ground-breaking documentary 'American Drug War,' filmmaker Kevin Booth traces the fight against Federal drug regulation in the State of California. Vor sa interzica drogurile Legale
Drogurile legale au acaparat din ce în ce mai mult piaţa, în ultimele luni. Substanţe care nu sunt interzise prin lege au început să fie vândute pe internet sau chiar în magazine. Şi în Timişoara sunt astfel de magazine, unde sunt comercializate drogurile legale, iar în alte oraşe este o adevărată frenezie cu aceste substanţe psihotrope. Ba mai mult, s-a ajuns ca dealerii de marijuana, ecstasy şi alte droguri ilegale, să aibă în “tolbă” şi droguri legale. Trei deputaţi PD-L, printre care şi Alin Popoviciu (deputat de Timiş), au avut iniţiativa de a promova un proiect de lege prin care să interzică comercializarea acestor substanţe. Aceştia doresc modificarea legii privind regimul juridic al plantelor, substanţelor şi preparatelor stupefiante psihotrope (Legea nr. 339/2005). Plantele incriminate, adică drogurile legale, sunt: ketamină, Salvia Divinorum (poate cel mai cunoscut drog legal), Tabernanthe iboga, Mitragyna speciosa, Ipomoea violacea, Argyreia nervosa, Nymphea caerula, nymphea alba, BZP, mCPP piperazină, Trifurometilfenil Piperazină, GBL, 1,4 – BD. Aceste plante prezentate mai sus au ajuns să fie cunoscute de consumatori, de parcă ar fi mari cercetători în ale plantelor şi ale denumirilor lor ştiinţifice. Problema e că multe au fost şi “gustate”, mai ales de către tineri, care sunt uşor influenţabili.
Dealerii au şi droguri legale
Iniţiatorii proiectului fac un turneu prin ţară, organizând dezbateri în oraşe importante din România, sau locuri unde se comercializează astfel de substanţe legale. “Este o lege pentru care ne batem foarte mult, să poată să treacă în această sesiune. O lege importantă. Au fost făcute dezbateri la Bucureşti şi Iaşi. Sunt probleme destul de mari. În Timişoara, arestaseră un dealer de droguri, care pe lângă cocaină avea şi astfel de plante. În momentul de faţă încă se vând legal în România. Sunt o grămadă de magazine care vând asemenea plante. Se promovează aceste plante de dealeri prin licee, tinerilor. Pasul de la aceste plante până la un drog ilegal este extrem de mic”, spune deputatul Alin Popoviciu. Iniţiatorii acestei legi au avut surpriza să vadă că magazinele care comercializează astfel de produse se înmulţesc ca şi ciupercile după ploaie.
“Tind să devină mai periculoase decât drogurile”
“Dacă, în aprilie, în Iaşi vorbeam de 23 de astfel de magazine, când am ajuns în dezbatere la Iaşi erau 32 cunoscute. La Galaţi, aproape se dublase numărul. 1.000 de produse vândute lunar – 70.000 lei. 30.000 sau 100.000 de oameni consumau astfel de produse, tinerii în special, în aprilie. Tind să devină mai periculoase decât drogurile. Starea de legalitate conferă liniştea că nu poate păţi nimic. Modul lor de operare e aproape acelaşi cu al dealerilor de droguri. Acţionează pe găştile de cartier, lângă şcoli, licee, au început să identifice la traficanţii de droguri interzise astfel de substanţe şi invers. S-a găsit într-un magazin care vindea astfel de substanţe, dar avea şi marijuana. Noi am interzis 16 substanţe. Încercăm să împiedicăm dezvoltarea acestor magazine”, a spus deputatul Ştefan Pirpiliu.
Valea pierzaniei
“E clar că au un efect negativ asupra organismului. Odată pornind pe drumul acesta, nu se va rezuma numai la acesta, ci va deveni un consumator. În momentul când a intrat pe valea pierzaniei, intervenim noi, sectorul sanitar. Avem o secţie la Spitalul din Jebel, unde-şi fac tratamentul cu metadonă, dar, de cele mai multe ori, revin. Poate ar fi bine să băgaţi în proiect şi partea curativă”, a spus directorul Direcţiei de Sănătate Timiş, Horia Vermeşan, prezent la dezbatere, alături de reprezentanţii altor instituţii implicate în combaterea traficului şi consumului de droguri.
Conştientizarea părinţilor
“Se impune o lege şi interzicerea substanţelor care creează o stare respectivului cetăţean, care, în timp, poate să-l facă dependent şi să recurgă la alte droguri. Clubul Rotary Ripensis a avut un proiect prin care explica copilului şi părintelui, pentru a fi avizaţi, despre primele semne care pot apărea la un copil atunci când începe să consume droguri. Se izolează, devine nesociabil şi altele. Prevenţia să meargă spre părinţi. Acest consum începe, de obicei, la vârste fragede”, a spus directorul Spitalului Municipal Octavian Creţu. În septembrie, legea va fi dezbătută de comisiile parlamentului, iar iniţiatorii ei speră să fie o reuşită. Altfel, poliţia nu poate face nimic, decât monitorizarea activităţii acestor magazine. Oamenii legii s-au lovit de imposibilitatea de a acţiona mai ferm, de a restricţiona accesul acestor tineri la aceste substanţe. E nevoie de o lege în baza căreia să acţioneze. Deocamdată, aceste substanţe sunt legale… Deocamdată…
Dealerii au şi droguri legale
Iniţiatorii proiectului fac un turneu prin ţară, organizând dezbateri în oraşe importante din România, sau locuri unde se comercializează astfel de substanţe legale. “Este o lege pentru care ne batem foarte mult, să poată să treacă în această sesiune. O lege importantă. Au fost făcute dezbateri la Bucureşti şi Iaşi. Sunt probleme destul de mari. În Timişoara, arestaseră un dealer de droguri, care pe lângă cocaină avea şi astfel de plante. În momentul de faţă încă se vând legal în România. Sunt o grămadă de magazine care vând asemenea plante. Se promovează aceste plante de dealeri prin licee, tinerilor. Pasul de la aceste plante până la un drog ilegal este extrem de mic”, spune deputatul Alin Popoviciu. Iniţiatorii acestei legi au avut surpriza să vadă că magazinele care comercializează astfel de produse se înmulţesc ca şi ciupercile după ploaie.
“Tind să devină mai periculoase decât drogurile”
“Dacă, în aprilie, în Iaşi vorbeam de 23 de astfel de magazine, când am ajuns în dezbatere la Iaşi erau 32 cunoscute. La Galaţi, aproape se dublase numărul. 1.000 de produse vândute lunar – 70.000 lei. 30.000 sau 100.000 de oameni consumau astfel de produse, tinerii în special, în aprilie. Tind să devină mai periculoase decât drogurile. Starea de legalitate conferă liniştea că nu poate păţi nimic. Modul lor de operare e aproape acelaşi cu al dealerilor de droguri. Acţionează pe găştile de cartier, lângă şcoli, licee, au început să identifice la traficanţii de droguri interzise astfel de substanţe şi invers. S-a găsit într-un magazin care vindea astfel de substanţe, dar avea şi marijuana. Noi am interzis 16 substanţe. Încercăm să împiedicăm dezvoltarea acestor magazine”, a spus deputatul Ştefan Pirpiliu.
Valea pierzaniei
“E clar că au un efect negativ asupra organismului. Odată pornind pe drumul acesta, nu se va rezuma numai la acesta, ci va deveni un consumator. În momentul când a intrat pe valea pierzaniei, intervenim noi, sectorul sanitar. Avem o secţie la Spitalul din Jebel, unde-şi fac tratamentul cu metadonă, dar, de cele mai multe ori, revin. Poate ar fi bine să băgaţi în proiect şi partea curativă”, a spus directorul Direcţiei de Sănătate Timiş, Horia Vermeşan, prezent la dezbatere, alături de reprezentanţii altor instituţii implicate în combaterea traficului şi consumului de droguri.
Conştientizarea părinţilor
“Se impune o lege şi interzicerea substanţelor care creează o stare respectivului cetăţean, care, în timp, poate să-l facă dependent şi să recurgă la alte droguri. Clubul Rotary Ripensis a avut un proiect prin care explica copilului şi părintelui, pentru a fi avizaţi, despre primele semne care pot apărea la un copil atunci când începe să consume droguri. Se izolează, devine nesociabil şi altele. Prevenţia să meargă spre părinţi. Acest consum începe, de obicei, la vârste fragede”, a spus directorul Spitalului Municipal Octavian Creţu.
